That is the judgment of Prof. Dr. Nguyen Dinh Duc, Head of Training Department (University and Postgraduate) of VNU.

On October 18, 2016, the Prime Minister issued Decision No. 1982 / QD-TTg on approving the Vietnamese Qualifications Framework.

Accordingly, on March 30, 2020, the Prime Minister issued Decision No. 436 / QD-TTg assigned the Ministry of Education and Training to assume the prime responsibility for, and coordinate with related parties in, developing and promulgating training program standards for sectors, groups of branches according to each training field of higher education.

One of the criteria for evaluating the degree of integration between countries in the region and in the world today is mutual recognition of the qualifications and quality of human resources.

Accordingly, the urgent requirement is to develop training curriculum standards (curriculum), to help universities improve their competitiveness in training cross-border human resources.

It is necessary to develop the most common output standards for some sectors

Prof.Dr.Sc. Nguyen Dinh Duc said that building the national qualification framework of Vietnam is a very correct and necessary job. If the national qualification framework of Vietnam is implemented in a methodical, serious and in the right direction, it will obviously not only contribute to overcoming the "mess" in university training but also contribute to elevating and elevating High integration of Vietnam's higher education towards education in the region and the world.

According to Prof. Nguyen Dinh Duc, with the tendency of increasing autonomy of universities, and with the strong impact of Industry 4.0, training programs are increasingly interdisciplinary and transdisciplinary, even has increasingly blurred borders between industries in the same field.

Moreover, in the context of Industry 4.0, the organization and training management activities are increasingly individualized, so only basic and minimum output standards should be specified, it should not be too hard on the structure. architecture and duration of each knowledge block.

Therefore, it is advisable for educational institutions to be flexible in developing and developing training programs suitable to their capabilities and strengths, provided that the training program meets the requirements. about the output standards of the respective training qualifications specified in the Vietnamese Qualifications Framework.

Currently, the number of undergraduate training programs is huge and constantly changing and innovating. VNU, for example, is training 24 pilot disciplines at the university level, which are not in the list of government codes.

Among them are Energy Engineering, Aerospace Technology, Robotics Engineering, Agricultural Technology at University of Technology; School Administration, Educational Technology Administration and School Counseling at the University of Education; Computing and Information Science, Geospatial Information Science, Real Estate and Urban Development Management, Environmental Resource Monitoring and Monitoring Technology, Data Science, Electronic Engineering and Information Technology study at University of Science;

International Commercial Law in Law Faculty; Accounting, analysis and auditing; Informatics and computer engineering; Analyze business data in International Faculty and 2 new disciplines Corporate Governance and Technology, Marketing and Communication in Faculty of Business Administration ...

It can be seen that these are very new, rich and diversified programs that meet the high demand of the labor market.

According to Prof. Nguyen Dinh Duc, it will be very feasible if the formulation and promulgation of Program Standards are implemented for certain sectors / sectors.

It is possible first of all to give priority to the implementation of training curriculum standards for the "professional" training disciplines clearly such as the fields of IT, medicine, law, engineering training, technology, technology, ... and industries in the fields of trades allowed to move within ASEAN (towards the goal of mutual recognition in ASEAN).

On the other hand, it can be considered to develop the most common output standards for some industry groups (for example, the output standards of the bachelor of social sciences, including the groups of social sciences such as philosophy, anthropology. , sociology, ... as some countries are doing).

This is also the suggestion for training institutions to consider boldly changing traditional disciplines / majors that are difficult to recruit.

To meet the demand for human resources with these "dynamic" requirements, completely new training programs have never been in precedent, especially interdisciplinary and transdisciplinary programs that have emerged. more and more rapidly in the "map of training occupations" in Vietnam.

Along with it will be the "disappearance" of the training disciplines no longer need social. That is, even the list of training occupations will change, constantly fluctuate, so the expectation of the development and promulgation of Standards of all undergraduate programs, to keep up with That change, for all, each training program, especially those that are not tied to a profession and some basic sciences and especially those disciplines that are increasingly interfering - is hardly feasible. to fully implement both the development principle and the execution conditions and time.

With the above analysis, GS Duc said that building and promulgating national qualification framework standards for professions, industries such as medicine, pharmacy, law, banking and finance, engineering, technology, and Engineers are necessary and feasible, while the industry-group competency framework is a plausible and feasible option for other disciplines (for example, development economics and public policy; or philosophy, literature , history, sociology,….)

Must approach international standards

According to GS Duc, the output standard of the training program will also be an effective tool for state management agencies, training institutions, professional associations, employers, families and learners in control and evaluation of the process and quality of training products.

Training curriculum standards will also be an important reference point for the development of training programs and quality assurance as well as for equivalent recognition of modules and diplomas and certificates among higher education institutions. domestically and internationally. Along with university accreditation and ranking, outcome standards are an important basis for Vietnamese qualifications to be recognized abroad.

It is also a bridge connecting Vietnam's training products with the regional and international labor markets.

Therefore, Professor Duc said that the approach to learning outcomes and meeting the national qualification framework is an advanced and scientific approach to the development and development of the training program.

What are the output standards, the training program must have contents or modules and training facilities must have sufficient human resources, CSVC, ... to help learners achieve such output standards.

"This approach is being implemented in many universities, in many countries, especially in developed countries around the world" - Professor Duc shared.

GS Duc said that the promulgation of training curriculum standards according to the output standards approach (at the appropriate level of detail and for the appropriate professions) will create "frameworks", standards and norms. training products for each specific profession / industry group, contributing to eliminating the "messy" situation, hundreds of blooming flowers today.

In addition, due to the availability of frameworks and standards for national qualifications, higher education institutions will partly save time, effort and costs in developing corresponding training programs.
