Therefore, in order to effectively implement measures to prevent and control epidemics, simultaneously restarting and continuing economic development, ensuring social security and stability, the Prime Minister issued a new directive and requested ministries , the local industry continued to thoroughly grasp the point of "fighting against epidemic like fighting against the enemy".

Mobilizing the participation of both the political system and the people, promoting discipline, discipline and responsibility of the head, strictly implementing epidemic prevention measures and continuing to develop production and business, jobs.

The new directive also allows the relaxation of restrictive measures in service of the prevention of epidemics that have been carried out in line with disease movements; restore socio-economic activities on the basis of ensuring good control of epidemics, especially in Hanoi, Ho Chi Minh City and major cities.

Measures that are thoroughly directed in the directive include:

- People often wash their hands and wear masks when going out; keep a safe distance when contacting; Do not focus on people. Continue to stop activities such as festivals, religious ceremonies, sports tournaments, and crowded events.

- Temporarily suspending operation of non-essential service businesses (amusement parks, entertainment centers, beauty establishments, karaoke, massage parlors, bars, dancing halls, etc.). Chairman of the People's Committee decides with other service businesses.

- Business and service establishments (wholesale, retail, lotteries, hotels, accommodation establishments, restaurants, bars ...), sport training areas, relics, famous places landscapes are allowed to resume operation but measures must be taken to ensure safety against epidemics.

The operation of inter-provincial and inter-provincial public passenger transport has been resumed but safety measures must be implemented. Transporting passengers by air takes appropriate measures.

- For schools, reducing and relaxing the number of students in the classrooms, arranging deviations for school hours, lunches, and group activities to ensure that there is no crowd gathering; implementation of classroom disinfection; combine online learning, implement preventive measures for students.

- Factories and production facilities continue to operate and measures must be taken to prevent epidemics for workers and laborers. The agencies and units, when working, the heads are responsible for ensuring safety, not to delay work.
