According to the Ministry of Health, when implemented, the national examination to assess medical practice competency will be offered to newly graduated doctors, not for those who have been granted a practicing certificate.

The purpose of the national exam for medical licensing is first and foremost for the benefit of the community (ensuring the safety of the patients and improving the quality of medical examination and treatment for the people), followed by the self-interest. medical institutions with professional human resources (conditions for providing quality medical services) and for the purpose of ensuring the quality of medical training institutions (through the continuous improvement of the chapter curriculum, training in accordance with the expectations in practice), to standardize the output capacity of medical students, to ensure that doctors who practice even though they study at any university all have the professional qualifications of a certain standard.

At the ceremony, Deputy Prime Minister Vu Duc Dam emphasized that the establishment of the National Medical Council is the next step in the roadmap for reforming medical training in recent years.

“The spirit is that we properly comply with international integration commitments on competency standards of the medical sector, implement international integration and move towards recognition of each other's qualifications, but most directly help improve the quality of human resources in the medical sector has been associated with fundamental innovation in education and training in the health sector, ”said the Deputy Prime Minister.

With a unique organizational model suitable to Vietnam's conditions, the Deputy Prime Minister requested the National Medical Council to urgently issue regulations on operation in the spirit of "running while queuing and adjusting". , building a mechanism to organize periodical examinations for practical, fair, and oriented practice certificates according to international standards, but not in much detail and necessarily very scientific and transparent. Since then, it contributes to creating the motivation for the medical staff to hone and improve professional capacity; standardize the contingent of medical doctors and doctors at medical facilities; improve the quality of medical examination and treatment for people; positive impact back to medical training institutions.

The Deputy Prime Minister noted that the Council must attach great importance to building a "bank of exams" and thoroughly apply information technology to all stages of the exam.
